Add SOFT_RUNTIME_FRACTION=0.75 in think/utils as the single runtime soft-threshold source. Compute slow at the TaskQueue status source beside stuck, and have print_status render SLOW while preserving STUCK precedence. Add the journal-doctor task_pace advisory to read supervisor status and warn on slow or stuck running tasks without ever flipping the exit code.
