settings: add button CSS classes and remove inline styles master

Add .btn-secondary, .action-button-danger, .cleanup-preview-btn, and .cleanup-confirm-btn CSS rules with hover/active/disabled states. Replace inline style= attributes on #cleanupNowBtn, #cleanupPreviewBtn, and #cleanupConfirmBtn with the new classes.
