GNOME on Wayland never applied the gsettings xkb-options (values correct, gsd-keyboard running, mutter keymap unchanged even after forcing source switches), so remap KEY_CAPSLOCK to leftctrl at the kernel level instead — applies in Wayland, X11, GDM, and TTYs. Input-sources population stays; the gsettings xkb-options task is replaced.
