feat(worker/oauth): oauth client wiring master

Worker-side atproto OAuth client for the record-write paths (e.g. follow-graph rebuild). Reuses the same package as the web app; this commit just wires the env bindings (OAUTH_PUBLIC_HOST, OAUTH_PRIVATE_JWKS) and the worker-flavored entrypoint.
