* Remove the Google Cloud Translation API signal and derived field Fixes #1044. The signal was fully implemented but permanently disabled, which also hid the ENGLISH_TRANSLATION derived field it powered, so the feature was dormant end to end and no stored rules can reference it. It authenticated with a deployment-global GOOGLE_TRANSLATE_API_KEY env var rather than per-org credentials, a trap for self-hosted adopters since Cloud Translation is a paid API. Removes the signal class and registration, the internal SignalType, the ENGLISH_TRANSLATION derivation type (GraphQL enum, recipes, client mapping), the env var, and the @google-cloud/translate dependency.
