Drop the webhook notifier from the fan-out, the appview webhook XRPC handlers/routes, db/webhooks.go, notify/webhook, and the old org.tangled.temp.repo.*Webhook lexicons + bindings. Trim models to view types and move the shared resolveOwnedRepo helper into xrpc/repo.go. The appview webhook tables are left intact so existing rows survive for an operational backfill.
