Summary: Ref T1279. The new stuff seems stable, so stop writes to the old tables. Test Plan: - Added and removed reviewers. - Grepped for `::RELATIONSHIP_TABLE` to verify we really have no more reads. - Grepped for `::RELATION_REVIEWER`.
