Ref T13366. - Use modern policies and policy interfaces. - Use new merchant authority cache. - Add (some) transactions. - Move MFA from pre-upgrade-gate to post-one-shot-check. - Simplify the autopay workflow. - Use the "reloading arrows" icon for subscriptions more consistently.
