Fix `./bin/aphlict status` master

Summary: Fixes T10844. After recent changes to Aphlict (T6915 and T10697), `./bin/status` needs to be aware of the configuration file. As such, it is now necessary to run `./bin/aphlict status --config /path/to/config.json` rather than `./bin/aphlict status`. Test Plan: Ran `./bin/aphlict start ...` and `./bin/aphlict status` and saw "Aphlict (`$PID`) is running".
