[api] reject getRepo for ephemeral record windows master

CAR generation reads full record bodies, which ephemeral mode does not retain; a generated CAR would silently miss swept records, so bail actionably instead. an MST root mismatch during generation is likewise promoted from a tolerated warning to an error: a CAR whose commit root does not match its MST is corrupt output, in filter mode most of all. issue: hydrant-18e
