every relay message copied its whole repo row into the staged row, on top of the copy load_repo_state keeps as the row before the message, though nothing reads the handler's row once it's staged. the handlers take the row now and move it there. refresh_doc and a new repo's row still copy theirs, since the worker goes on using those.
