[tests] implement full network crawler verification master

- add 'tests/verify_crawler.nu' integration test with backfill disabled - add 'tests/mock_relay.nu' to mock listRepos endpoint with did:web support - add 'disable_backfill' and 'disable_firehose' config options - update 'src/api/debug.rs' to deserialize cursors as strings
