[indexer] take a finished backfill's key off when its repo row is gone master

when the repo row was gone by the time the shard finished a backfill, it answered skipped and left the task's key queued. the next run of that key found the repo deleted and dropped it then, so it healed, but only after another pass through the queue. the shard now drops the key in the same batch, with the gauge moved the way the task's deleted path moves it.
