[config] start logging before reading the config master

the binary and the ffi both read the config before installing a tracing subscriber, so the warnings for dropped list entries (invalid relay host, seed host, rate tier, tier rule) went nowhere. logging now starts first. the binary loads .env before that, since RUST_LOG can live there. a bad CRAWLER_URLS entry and a RATE_TIERS or TIER_RULES entry without a colon were dropped without any warning, they warn now too.
