test(management): add concurrency test for Codex OAuth session handling master

- Introduced `TestRequestCodexTokenCompletionKeepsConcurrentSessionPending` to validate proper handling of concurrent OAuth sessions. - Refactored Codex OAuth logic to use `newCodexOAuthService` for improved testability. Closes: #3171
