Track Opera traffic bundle blocker master

Fix synthetic bold overstrike for resolved bold font faces and snapshot Opera's missing traffic bundle for offline parity work. The cached bundle now exposes a runtime blocker tracked as isu issue 404 while the parent Opera parity tracker remains open.\n\nRefs isu issue 281\nRefs isu issue 404
