isu: resolve #306 real-web parity policy as (b) — full SPA hydration snapshots master
Maintainer chose policy (b): the Chromium golden stays the parity bar, and each SPA's offline snapshot must be completed with its hydration bundles + assets (seeded via cache_put) until `we` hydrates it offline to match. Rejected (a) (recapture goldens from the static shell), which compares blank-vs-blank and lowers the bar. - Record the decision in PLAN.md Phase-23 golden policy and crates/e2e/real-web/README.md. - Split per-site hydration-bundle snapshotting into children #334 (bing), #335 (opera), #336 (palmplaystore), #337 (roblox), #338 (tiktok) under parents #280-284. - Keep existing `# xfail` markers on the five SPA scenarios until they hydrate. - Close #306.
