Add native macOS menu bar with keyboard shortcuts (isu issue 250) master
Wraps NSMenu/NSMenuItem in a new we-platform menu module and builds the standard application, File, Edit, View, Window, and Help menus. Custom items dispatch through a WeMenuTarget Objective-C target back into Rust via a MenuAction tag; standard items (Cut/Copy/Paste/Quit/Close/Hide/ Minimize/etc.) fall through AppKit's responder chain to system selectors. Menu-triggered Cmd+L/R/[/]/A/C/V/X re-enter the existing key-down dispatch so menu and keyboard paths share one code path. New Window, Undo/Redo, Stop, Zoom, and Help are wired to logged stubs pending the relevant subsystems. Also fixes a pre-existing RefCell double-borrow panic in load_page that prevented the browser from launching: the JS VM's mutable document borrow was running while the immutable doc_ref borrow was still live.
