Fix parseInt default radix, array concat with empty arrays, and dead code master

- parseInt: default radix 0 (not 10) so hex auto-detection works per spec when no radix argument is passed (e.g. parseInt('0xFF') should return 255) - array_concat: use array_length_exists check instead of arg_len > 0 so empty arrays are correctly spread (not added as elements) - Remove unused obj_proto parameter from make_error_subclass_proto Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
