docs: prune completed and stale TODO entries master

Removed: the screenshot gallery copy (written), and the privacy policy entry (the preceding commit). Rewritten: the scope-deploy entry, whose deploy-before-release half is done now that the hosted metadata carries both scopes, and the store-listing entry, which was framed as waiting for a listing that is live. Repointed a cross-reference that named a removed section.
