Which labelers to ask now comes from the account's Bluesky preferences (app.bsky.actor.defs#labelersPref), so subscribing to any labeler in any client is all it takes for its labels to appear here. There is no substandard-specific list to keep in sync, and no opinion of ours about which labelers are worth listening to. Bluesky's own moderation service is prepended: it never appears in the preference because it cannot be unsubscribed there, so its absence means always-on rather than off. Signed out, offline, or on a session granted before this build asked for the scope, the list falls back to the storage.local key and then to that same default — a label is advisory, so this logs and degrades instead of surfacing. Reading preferences needs rpc:app.bsky.actor.getPreferences?aud=* in oauth/client-metadata.json, which makes the hosted metadata deploy a release-order requirement; TODO.md carries it.
