build: cache the crates.io graph in a layer of its own master

The manifests and Cargo.lock land before the workspace sources and build the dependency graph against stub members, so a source-only edit recompiles the 18 workspace crates and none of the 348 third-party ones: a one-line change goes from 6m12s to 2m07s, and the image stays 170 MB.
