build: forbid unsafe code in the policy crates master

didbot-policy and didbot-policy-source were the only two crates in the workspace without #![forbid(unsafe_code)]. Neither has a reason to use unsafe, so bring them in line with every other crate. Change-Id: I691d3f4318526dff4f2f2d1d10b2d89d2441670d
