fix(didbot-serve)!: answer a duplicate account with 409 rather than 500 master

`StoreError::AlreadyExists` reached the wire through the catch-all store arm as a 500 `StoreFailed`, indistinguishable from a store that is merely unwell. A caller cannot retry its way out of a DID this deployment already holds, so it now gets 409 `AccountAlreadyExists`. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
