fix(serve)!: end a firehose consumer that falls behind, as subscribeRepos does master

Both streams carry the same events, so both now answer a slow consumer the same way: the connection ends rather than resuming over the frames it dropped and leaving the reader to infer the hole from a sequence number. Change-Id: Ifaa6498208a803294812e8173635dd9c317ae7f9
