feat(oauth): publish oauth-protected-resource metadata master

GET /.well-known/oauth-protected-resource now answers with this deployment's RFC 9728 metadata: resource and authorization_servers read from the same zone service document oauth-authorization-server already derives its issuer from, so the two can never disagree. Change-Id: I84638c145d9c1df8fdc68ed80b83194a5c73ce2c
