`PolicyPoll` lists both collections on the ownership poll's tick from the same resolved endpoint, builds the set whole, and swaps the tree into the gate; a refused build is kept for an operator to read and the set last built keeps serving. `bot.did.stats` publishes the set's digest as `policy.enforced`.
