fix(serve)!: refuse to start when a named e-stop socket cannot be bound master

Startup logged one warning and served on with the only wired stop absent. `--estop-socket none` is already how a deployment says it wants no socket, so a path that was named and failed to bind is a configuration or ownership problem rather than a reason to serve without a stop.
