fix(didbot-policy): satisfy fmt, clippy and the doc build master

cargo fmt reflow, a useless_vec clippy fix, and two rustdoc intra-doc link fixes (evaluate is both a fn and a module; one link pointed at a private item without --document-private-items in scope).
