feat(swarm)!: sign in at a narrower scope, and write a batch with applyWrites master

`sign_in_at` asks for the scope a caller names rather than the swarm's own, and `apply_writes` sends the one call the policy dashboard's Deploy button sends. `Verb` gains an eighth member, so a tally prints one more line.
