`state_events_for` and `list_statuses` were the same walk twice, and neither copy reported hitting its page cap — so the cap read as the end of the collection, and a `merged` status one page past it read as `open`. Both are `records_about` now, which returns `complete`: `pr close`/`reopen` refuses a state it cannot settle, and the issue listing says so and carries on.
