A pull number is unique only inside one repo, and the URL form was the one spelling that carried the repo and discarded it: the number was resolved against the current checkout's remote instead, so a link to somebody else's Change-Id: I757081be16775b6bd88da2875738115b4ed1799b #23 printed yours, under their title, with nothing in the output to say so.
