refactor(help)!: five groups cut by subject, not by scope master
The three groups were cut by scope — what atgc is, what it does to this repo, and the rest — which is a taxonomy rather than a question anybody arrives with. These are cut by subject, so a reader with a task has two or three lines to read: what is this, who am I, what am I doing to this repo, and what do I do when it does not work. `report` sits with `doctor` and `logs` despite being the only writer among them: it is where a bad row and a log line end up, and somebody looking for it is already there. `Other` keeps the two that no subject fits, which resist for opposite reasons — `completion` is run once and never again, `api` is authenticated access to the whole lexicon.
