docs(plan): note what belongs in the config file, and per-identity settings master

The file exists and holds one key, which is where to have stopped: a format is easier to add to than to change once something writes it. Two open entries record where it goes next -- the settings a person holds constant rather than varies per invocation, and settings belonging to one identity rather than the machine, for which the identity's directory is the obvious home and the content is not yet known.
