docs(agent): tell an agent atgc is pre-1.0 and that filing a bug is welcome master
An agent that does not know it is allowed to report does not report, and the reports lost that way come from the tool's heaviest user. Paid for inside the notes' 76-line budget: two duplicate stack example lines and a repetitive sentence went to make room.
