test(stack): model a knot that refuses the push master
The last unmodelled service failure, and the only one that happens before any record exists. A pre-receive hook is the faithful shape; both the create and the reconcile leave nothing behind. Change-Id: I536a12516aea42d5290d46595655f86d65d64d8c
