feat(store/sqlite): add session cleanup, change request cleanup to time.Duration master

BREAKING CHANGE: CleanupExpiredRequests now takes time.Duration and returns (int64, error) instead of (ctx, int) error. Add CleanupExpiredSessions for pruning sessions past the refresh-token lifetime.
