gitmirror/xrpc: implement repo blame master

Port the blame handler to the restructured gitmirror-xrpc crate. Adds the get_blame route with deadline-guarded gix::blame::file, per-object allocation limits, and the full error taxonomy (FileNotFound, BlameTooLarge, BlameTimeout, RefNotFound). Signed-off-by: dawn <dawn@tangled.org>
