fix(comments): write comments in Tangled's current sh.tangled.feed.comment format master

Tangled no longer shows new sh.tangled.repo.pull.comment or .issue.comment records. Comments now point at their subject with a strong reference, as the website does; the deprecated collections are still read. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
