fix(platform/tangled): Relock every generated flake to the rootless framework master

The generated per-repo locks still pinned the two-argument functor, so a published crate repo evaluated its new one-argument flake against a framework that curried the set and returned a function for outputs - oxidized-sed by URL provided no packages at all. All 38 locks now pin the same rev the monorepo builds against. Signed-off-by: Niclas Overby <niclas@overby.me>
