fix(status-page): render sub-second latency range in ms (#2394) master

formatMillisecondsRange divided the min endpoint by 1000 whenever both endpoints were below 1000ms, so a 111ms p75 rendered as "0.111 - 155 ms". Only convert to seconds when both endpoints exceed 1000ms; otherwise keep both in milliseconds. Add regression tests for the sub-second, seconds, and mixed ranges.
