Merge origin/main into feat/maintenance-updates master

Resolves conflicts with the incident hub, attribution columns and the rewritten maintenance detail page. Drops the branch's 0084 migration and regenerates it as 0092, regenerates the proto TS and OpenAPI snapshots, seeds update rows in RPC test fixtures and mentions the new agent tools in the Slack system prompt.
