feat: skip monitor endpoint test on save for self-host master

Self-host has no access to the openstatus checker fleet, so the pre-save endpoint test always failed and blocked saving monitors. Gate it behind a new SELF_HOST env flag. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
