fix(dashboard): calendar lookahead for scheduled maintenance and review fixes master

- activity calendar extends up to 4 weeks ahead to the last scheduled maintenance; empty future days render as faint outlines, period label and Upcoming legend follow the range - incident.list without a limit reads every incident in one service query (listAllIncidents) instead of offset paging in the router - maintenance list and overview regroup when a window starts or ends - incident row actions follow allowedTransitions (adds Reopen) - calendar arrow up/down stay within the week column - drop unused overview metrics, activity helpers and row-action wrappers
