checker: consume cron checks from Pub/Sub (#2963) master

Behind PUBSUB_ENABLED, each machine pulls checker-<region> and checker-<region>-30s next to the HTTP routes. A message sleeps until its cronTimestamp, takes a probe slot (the 30s loop caps running checks separately from held ones), and is acked once the result is recorded, nacked on an infra error, and dropped when it can never succeed. On SIGTERM in-flight checks get 50s before being nacked, under the new 60s kill_timeout. scripts/pubsub-gate is the go/no-go check before the workflows cutover. Bumps otel to 1.44 (pulled by pubsub) and semconv to v1.41.0 to match its resource schema. Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>
