private-location: forward failed retry attempts, ingest final HTTP errors master

Agents collect the failed attempts of each check and send them with the final result (repeated <Type>Attempt on every Ingest*Request, additive). The server writes them to <type>_attempt__v0 stamped with the final row's cronTimestamp, and sets attempts = len(attempts) + 1 on the final row. Old agents send no attempts and keep working. The HTTP job returned an error, and so ingested nothing, when checker.Http could not complete a check (e.g. the body failed mid-read). It now reports an error result like the other jobs.
