* feat: add user reports for external statuses * fix: address review feedback on external status user reports * fix: hoist OSTinybird client to module singleton in escalation helpers * fix: use REPORT_WINDOW_MINUTES in component report count * fix: require IP for reports and scope cache invalidation to the service * fix: throw on missing reporter IP instead of returning false success * refactor: store external-service user reports in Turso instead of Tinybird * fix: log escalation read failures, clamp countries limit, constrain report column lengths * fix: regenerate single migration on top of main
