test(tracker): add unit coverage for Tracker status/uptime logic (#2288) master

- Cover uptime aggregation/rounding and the empty-data default, the uptime-to-status thresholds and their boundaries, status precedence (maintenance/report/incident/uptime) with resolved-vs-ongoing and maintenance-window cases, and the per-day `days` view. - Wire the package for bun:test (test script, bun-types devDep, tsconfig types) the same way the other packages are.
