Notify all workspace members by email on plan downgrade master

Adds a plan-downgrade email template and a batched EmailClient send, wired into the Stripe webhook handlers: subscription updates that lower the plan tier, and subscription deletion (downgrade to free). Member emails are collected inside the deletion transaction before non-owner members are removed.
