merge: Emit MkDocs-compatible links and keep codeblock links navigable master

## Summary - Stop forcing .html for all internal Dokka links in the MkDocs renderer. - Keep internal documentation links as .md so MkDocs can resolve/validate them against source docs. - Convert internal links to .html only when rendered inside code blocks/signatures (raw HTML <a href>). ## Why - Generated pages are written as Markdown (.md), but global .html rewriting caused MkDocs warnings for missing documentation targets.
